[EnergyPlus_Support] BMS (Building nergy management system )



Dear memeners 

i'm modelling a building with BMS (Building nergy management system) i use the Schedules or System Availability for controling system , but i read E+EMS document i confused bcause it says : 

"common occurrence in Energyplus central plant simulations is for a componnet to be designed well,but during the course of an annual simulation, it is operated outside of its allowable region. this is due to the governing control strategies (operating schemes) these operation schemes may not have the intelligence to say for example turn off a boiler when the outdoor temperature is too low." 

with this words i dnt know i must use Erl or making schedule to modeling automation building?
