Where are you seeing this? In a Design Builder report? Then,
you should ask them.
If it's in a tabular report then it is the date/time that a peak or
something occurred. TimeStamp -- a colloquial for month/day
time. (as in results of Output:Table:Monthly)
Boiler Gas Consumption Rate is an output variable from EnergyPlus --
thus, the confusion.
