I did a quick run of your model and it looks like your spaces are reaching temperatures above your cooling setpoint of 24.4C during the winter months, causing the cooling coils to enable at very low outside air temps.  This is probably due to either your internal loads being too high and/or a really tight envelope and/or practically no outside air going into the spaces (0.5 CFM for each RTU).  Hope this helps!
