It happened to one of our project, and then I tried to confirm it with the example file. And yes, it happens evertime the water loop temperature is below the range specified. The boiler should be the only available plant equipment, but the cooling tower is always on.
So yes, I think this is a pretty generic problem. And yes, I have a detailed reporting.
