Good question! And also for what purpose do you intend to use simulation? If for research, definitely E+.
I think there is no question that E+ is the best supported building simulation engine. You can find a range of third party GUIs and tools that works with E+. Someone sent me a link just now: Rhinoceros (a 3D modelling software package) now supports creating E+ input files - http://www.youtube.com/watch?v=qdbo0uM9mj4&feature=youtube_gdata_player, amazing! (By the way, I have no link with Rhino...)
