For modeling a specific year ou should be using actual meteorological year (AMY) for that year such as you might find from weather underground or a local weather service that you process into .EPW format not typical meteorological year data available on the EPW site. This is because TMY data is meant to provide averages, but not many years weather are actually average..
A low cost high quality solution may be to buy a file from a company called weather analytics..

The 'downs' can also occur if in the SimulationControl object, the 'Run Simulation for Sizing periods' has been set to Yes, and the Rain Indicator field has been set to 1.
