The plant loop load distribution algorithm can be set to uniform (all chillers online evenly), sequential (chillers brought on one at a time), or optimal, where the chillers attempt to operate at optimum efficiency.

This is one of the inputs in the PlantLoop and CondenserLoop objects.  See the IO ref regarding these two objects for more info.
