[EnergyPlus_Support] WATER HEATER :MIXED

Hi members ,
 i read in I/O ref. page 588 :
field : use side effectiveness:
if the effectiveness is lower than the use side water will not be as hot as tank water . simulating a heat exchanger .

in my input :

i set use side effectiveness : 0.5

and the other heat loss such as Off Cycle Parasitic Fuel.. are zero .

but i see in the result that the use outler temperature and water heater tank are equal !!..but i expect that these temperature are not the same each other.
can anybody help me?
thans
