I suggest that PID controls are completely outside the scope of an energy modeling program. For a new building, in part that is because the actual response of a building with thousands of estimated variables to a highly specific PID routine is statistically irrelevant. An existing building for which you had extensive measured data would be an interesting exercise. I doubt that the EnergyPlus EMS language can model PID, but I also cannot think of a strong reason to try it, even for an existing building.
