[EnergyPlus_Support] CTF vs. CFD Radiant - (PCM Compatable?)

I am attempting to do an analysis of hydronically charged PCM and have two questions.

The first is in the set up of my base radiant system.  I have seen some posts regarding ConductionTransferFuctions vs. ConductiveFiniteDifference algorithms but am hoping someone will be able to help clarify the issue with v7 and the application of radiant systems.  I seem to have my base radiant system up and running fairly well but once I switch to a CFD algorithm in prep for adding PCM I am getting drastically different result compared to the CTF, primarily during summer cooling.  I am having difficulty determining if this is a user error and needs further adjustment or if I am working against the program.  

My second question is in regard to the PCM.  Again my study is trying to charge PCM in the walls and roof (Phoenix Cooling) to shift loads.  My research is leading me to believe that E+ is not yet able to tackle this issue, "Modeling a radiant floor system with Phase Change Material (PCM) integrated

system coupled to a heat pump" which is dated fairly recent but again I am hoping someone has insight to confirm that this is not yet directly achievable in E+ or maybe direct me to a work around.  I have found research suggesting TRANSYS aided in a PCM cooling panel study but after investing time into learning E+, switching programs won't be feasible for my timeline.
