After interpolation into timesteps, the displayed output value is averaged again, therefore the number changed slightly.
Typically, the new value is (t1 + t2)/2 of the input data, instead of t2.
When the input weather file data are equal for the one hour period, the output value is usually the same also for that period.

Outdoor Dry Bulb is contained in the weather files at hourly intervals. E+ interpolates this hourly value for each timestep, so I think it should match each hour, but will be different in between the hours.
