Your point is a great one that AMY & TMY data can differ significantly and I would agree that any model calibration needs to consider calibration to actual weather at some level, whether it is through the direct use of hourly AMY weather data or normalization to CDD/HDD. We generally don't do any comparison to utility bill data without actual weather data.

There are some cases when existing home modeling should be done with TMY data. For estimation of average savings, even in existing homes, TMY data is a valuable tool. Even when a calibrated model is developed, bringing TMY data back in is an important step for future year estimations.
