The energy used by the coils to condition outdoor air IS included in electricity consumption. I am just saying that the outdoor air system's outdoor air load component is not always included in Zone/Sys Sensible Cooling Rate. If the coils are off and the air loop is on, then Zone/Sys Sensible Cooling Rate would include the outdoor air load. Think of it this way. If the air loop is on, and outdoor air is entering the building, and the coil is off. Then at this time there is some outdoor air load and the report variable Zone/Sys Sensible Cooling Rate has some value. You then turn the coil on.
