The general practice is to use the closest location, then you can specify the site elevation in your IDF to modify the wind coefficents.  Weather analytics can make them to specific locations using synthetic algorithms, as can metrodyne.

Someone told me that if I find another weather file from another place in the world on the same Latitude with similar elevation, it will be close enough.
Is that true?

I am looking for a weather file for Lat/Long = (33.03,35.39) Elev = 866.84 meters.

I even looked in http://weatheranalytics.com/ (a little to expansive for me) and the closest was from elevation of 254.0.

Can someone help?
