I do not understand. 

Is the elevation in the idf file is "stronger" then the one in the weather file?

Isn't the elevation have a big impact on the temperature as well? not only the wind?

There is a big difference between the place on the top of the mountain (over 800m)  and the nearest city (around 250m).

Did you mean what is the nearest city on  the map or what is the nearest city that got a weather file?
