Suggest that you find a EPW version of the DRYCOLD.TMY and
convert it to the EnergyPlus CSV format that will have headings to show
you the columns.  Or some other way to decipher the TMY
data.

TMY does not have ground temperatures.

You can probably find the original TMY format definition on the web
somewhere.  It's a very old format.

Or if you have the original DRYCOLD.TMY data you could use the EnergyPlus
WeatherConverter to read it and convert it to EnergyPlus CSV
format.  The TMY conversion is built into the EnergyPlus
WeatherConverter.
