We expect an on-time official release on Oct 15.  We
may have installers ready earlier for those who want to try them. 
At this point, the core EnergyPlus and documentation are locked down, so
it would be relatively minor things/typos that would be changed from the
early release to the final.  (And, of course, we'd like you to
register for the final even if you don't download and install that final
installer).

We have had an active beta area going since the last release. 
Though there haven't been as many problems surface for this upcoming
release as there were for the V7.1 release (back in May).

b) only the latest version is available

c) you can convert any files to the later version using the update conversion program:
