In my Linux install of v7.1, the rules files are at:
.../EnergyPlus-7-1-0/BaseDocs/Rules7-0-0-to-7-1-0.xls
.../EnergyPlus-7-1-0/BaseDocs/Rules6-0-0-to-7-0-0.xls

On Windows installs, I think they are in the main directory:
...\EnergyPlus-7-1-0\Rules7-0-0-to-7-1-0.xls

Good luck!  I'll reiterate the fact that many advances have been made in the program in terms of usability, robustness, and speed, since v6, so I hope you end up getting everything converted up.
