That object forms the basis of all the WindSpeedAt calcs.

The WindExt is determined by the following line at HVACManager.f90(2394)

    WindExt = Zone(NZ)%WindSpeed

The Zone wind speed is determined by zone height at
HeatBalanceSurfaceManager.f90(281):

Zone(ZoneNum)%WindSpeed = WindSpeedAt(Zone(ZoneNum)%Centroid%Z)

Therefore, the wind speed used in the Ventilation by Wind and Stack with
Open Area object is a local wind speed.

I notice in the Engineering Reference the equation for ventilation by wind and stack uses local wind velocity to calculate the ventilation rate by wind, however, when I look into the source code for EP 7.1, the velocity
seems to be the external wind velocity&#65292; which means it is the
velocity at 10m height. So I wonder if I miss something or the code might be
wrong?
