Look at the example file WindowTestsSimple.idf.

   FenestrationSurface:Detailed,
     Zn004:Wall001:Win001,    !- Name
     Window,                  !- Surface Type
     DOUBLE PANE WITH DRAPES:no-shade,  !- Construction Name
     Zn004:Wall001,           !- Building Surface Name
     ,                        !- Outside Boundary Condition Object

You need 2 constructions. One with the shade and one without.

   Construction,
     DOUBLE PANE WITH DRAPES:no-shade,  !- Name
     SimpleWindow:DOUBLE PANE WINDOW;  !- Outside Layer

   Construction,
     DOUBLE PANE WITH DRAPES, !- Name
     SimpleWindow:DOUBLE PANE WINDOW,  !- Outside Layer
     DRAPES - CLOSE WEAVE MEDIUM;  !- Layer 2

And a shading control object:

   WindowProperty:ShadingControl,
     DOUBLE PANE WITH DRAPES, !- Name
     InteriorShade,           !- Shading Type
     DOUBLE PANE WITH DRAPES, !- Construction with Shading Name
     OnIfHighSolarOnWindow,   !- Shading Control Type

Then read the IO Ref and Eng Ref about the shading control object.
