I set the Plate Heat Exchanger as one of demand branches of the primary chilled water loop and the other side of the PHE as plant for another chilled water loop(I called it secondary chilled water loop), in the secondary chilled water loop the radiant floor system is set as demand branch. Do you think the scheme is right?
However it didn't work.
 
The example file worked properly.

for heating the object would be waterheater:mixed.

I'm sceptical that he plate water-water object is not working...in my experience all objects in energyplus work as intended, but as I've not used it, I cannot verify. Have you tried the example in the example file associated with this object?

Using waterheater:mixed and storage:chilledwater:mixed objects came about before the new objects were available. Since there now exist new dedicated objects for these purposes, I would try and use them. I suspect, however that the node connection scheme will be identical to the "old" methods with the tank objects here mentioned.
