Luke,

Generally an active chilled beam must use conditioned air or condensation will result and your client will be very unhappy.  If you model a DOAS (which is the normal approach) plus fan coils with zero fan power � seems like it will work.

My only concern would be the treatment of the ventilation air. Since the active chilled beam would be conditioning that air, and there is only a "direct into zone" option for DOAS, I'm not sure how I would handle that.

I'm thinking that the four pipe induction unit would probably be the better bet, because it would mimic the induced air without having to play with the fan.
