My guess is that you don't have some of the older .idd files installed. Download the .zip file from here http://energyplus.helpserve.com/Knowledgebase/Article/View/86/46/windows---programs-for-converting-older-version-idf-files-to-current-or-intermediate-versions, extract it to your \PreProcess\IDFVersionUpdater folder and try again.
