Firstly, your problems are unrelated. Tackle your plant problem first, and get your simulation working properly.
Then, when this is working read the RoomAir Models chapter in the inputoutputreferance and pay particular attention to perhaps the 3-node model and
UnderFloorAirDistributionInterior. Modeling other than fully mixed air in zones requires a bit of background reading and employing more than one objects in tandem. These models should be used within their limits or at least understanding their limits, and were designed for annual simulation because CFD for annual simulation is too slow.
As to your chilled water plant problem, the users on the forum often have this problem so check / search keywords in previous posts and the helpdesk website has a knowlege base where this sort of problem may be captured.
Think about your problem logically. If the chilled water is heating up to over 200 deg C, something (like a pump) is injecting energy into the medium. This could be because the pump is operating far outside of its operating limits on the associated pump curve. I.e. the pump (curve) is too small, to big, or the water amount being pumped is too much due to another problem, etc. There are many possibilities. Report and monitor mass flows and temperatures to try and track the error to it's source.
