[EnergyPlus_Support] Chilled-water supply temperature (G3.1.3.8 and G3.1.3.9)



Hello,
I would like to know what is the difference between the 'chilled-water design supply temperature' in G3.1.3.8 and 'chilled-water supply temperature' in G3.1.3.9 of ASHRAE 90.1-2007. 
In the first item, it says that this temperature is 6.7ºC and in the second item, it gives a schedule according to the outdoor dry-bulb temperature. 
How can I model it?

Please advice.
