The Fanger Comfort Model is evaluated using the Mean Radiant Temperature of the Surfaces, rather than the Air Temperature.
On a hot day in the summer, the inside surface temperature, especially of windows that receive solar radiation, can be quite a bit higher than the instantaneous air temperature.
