Thank you all for the responses.
After a couple more iterations fine tuning various inputs in my model, this issue is gone. I believe this might had been because of the fraction schedule of the OutdoorAir and the reporting frequency I was using that would not show me the numbers I was expecting.
I can confirm the DesignSpecification:Outdoor Air is working correctly in my model with the Outdoor Air method Flow/Person. I just couldn't get a report using the "Zone Ventilation Volume Flow Rate Current Density" variable, which I would like to investigate further.
