The ventilation philosophies of (DOAS + xxx) and VAV are very different.  For any DOAS system, the outdoor air amount is intended to be the minimum required for ventilation … only.  For VAV, outdoor air is used for ventilation plus cooling (e.g. economizer).

Each has benefits, but outdoor air is treated differently.
