DOAS = Direct Outdoor Air System = always 100% ODA...so I'm a bit confused about the economizer action...do you mean an air-side economizer.
Basically, for DOAS the ODA damper is always set to 100% Outdoor Air (no recirculation). That is like saying the economiser is always 1 or there is no "economizer action". The trick is to make sure that no recirculation can take place in the ODAcontroller object.
If you have a heat exchanger with bypass, you may keep an economizer action simply to tap into the bypass function, but the "economizer" as such has no real effect.
