Comfort is quite subjective. Temperature is the main variable, followed by, normally, humidity. There are other variables, like View Factors when there is a radiator. 

EnergyPlus is able to calculate 'comfort' or not as defined in 1) ASHRAE 55, 2) by Prof Fanger's PMV, 3) Kansas University and 4) one other researcher in the US. 

Read the documentation and use the criteria which you think suits you best. Wind speed saves cooling energy as a fan can make a person feel that the temperature is up to 4C less. EnergyPlus has included wind speed into an Adaptive comfort standard. 

There are many different climate zones for the island of Australia. These are considered in its engine Accurate for residential houses. Fan/s and human factors of opening windows are included in Accurate
