[EnergyPlus_Support] Best approach to emulate 3 ways valve mixing flows?

Hi modellers

I am trying to simulate a Boiler with a fixed temperature at the outlet and the demand side providing hot water to a set of radiators but 
I tried many options (different setpoint managers, and different plant loop configurationss, common pipe, two ways pipe etc, different Operation Scheme, and all sort of combinations of the mentioned options) and none results in E+ mixing flows to achieve the desired temperature at a point. I tried also the Tempering Valve object (this describes exactly what I want to do) with no sucess.

Any hint? What is the best approach to emulate a 3 ways mixing valve?
