It took me some time to determine what was going on, but I've figured it out. There are 2 problems in what you did:
1) When you convert from a CSV version of EPW, you don't need a *.def, and in fact I couldn't get your file to work until I got rid of the *.def file.
2) In your edited version of the CSV file, the file dates on Line 17 are garbled; they should be 1/ 1, 12/31, etc.
Make that correction, and then when you convert the file back to EPW, click on Override Default Type and then select the Data Type and select "EnergyPlus Comma Separated Variable (CSV) format".
Then, proceed with the conversion. It worked for me (see attached).

Where did you get the base file CHN_Hong.Kong.SAR.450070_PolyUHKEPW.csv ? It's impossible to tell what's wrong without seeing your base file and the DEF file. You can send those to me for a look.
