1. Good question, one I asked myself. You are right, it is the water flowrate...makes sence when you puzzle over it for long enough. Also, ASHRAE 90.1 2010 spells it out far better.
2. Another good question. Many of the same types are repeated in the Tables A, B and D making it a bit confusing...also meaning that sometimes it doesn't matter which table you use because the same equipment is meant. That being said: System Type 1,2 are listed in Table 6.8.1 D. and differentiate themselves in that the HP or AC sits on the Termanal (before or in the zone). Choosing between A and B is anything but straight forward.
Table 6.8.1. A conserns itself with units where the same working fluid is not also used for reverse function, i.e. both heating and cooling. Heating is done by gas furnace or electric.
Table 6.8.1 B conserns itself with units where the same working fluid is also used for reverse function, i.e. both heating and cooling (reversable), but may also include a electric or other reheater in cooling mode.
