I think that the templates are intended for somewhat common HVAC systems.  The dry cooler with run around heat recovery is not one of those, so you will need to build something on your own.

In the E+ world, you probably want a “FluidCooler:….” For the dry cooler. The FluidCooler.idf example file will show use of a fluid cooler. 

For the run-around loop, assuming that you are trying to recover energy from one air loop to another using a water loop, you will need to add a water coil in each air loop and pump water between them – this shouldn’t be too difficult!
