Try weatheranalytics.com.  Not free but the TMY3 files all contain precip.

but it doesn't have any rain data

I'd like to be able to control and actuator using the IsRaining command, but because there is no rain data in the weather file this is not working

Can anyone help point me in the direction of where I might get such rain data?
