I Agree and add that you are free to define cooling and heating setpoints. This means you could set a cooling setpoint for the storage very high so cooling never occurs. I believe this is standard practice and then 'legal' work-around this requirement.

All conditioned spaces require both heating and cooling systems to be modelled.
