Because it has an "in-built" controller, as you say, adding a setpointmanager or a controller for this object has no effect (incidently this is also true for unitary units). For reheat coils, it is important to know that they operating both when the zone needs cooling and when it needs heating. When the zone needs cooling, the supply air temp is equal to the zone heating setpoint. That way unpleasant supply temp is avoided whilst avoiding as much energy waste as possible. Unfortunately, unless you specify the coil availability otherwise. So if the coil is scheduled always on, this behaviour is seen the whole year long.
