The coil is part of an air loop. According to table G3.1.1A of ASHRAE 90.1-2007, it is System 3 - PSZ-AC: Packaged rooftop air conditioner (CAV).
You are right, the correction (3%) is small.
Actually, it is a baseline model for a LEED submission, therefore the "temperature difference" of the Sizing:Zone objects must be 11°C (paragraph G3.1.2.8).
