Hi, 

Fans can give an air speed of 1m/sec. This will make occupants feel that the temperature is about 3.8 degree Centigrade lower. Fans are a much more economical way of 'cooling' the indoors for comfort. Energy consumption is about one-eleventh that of the conventional air conditioner

Air Velocity is one of the four parameters used in the calculation of Thermal Comfort Indices. EnergyPlus has four or five of these Indices
