For Italy consider D.Lgs. 192/2005, pp. 16 and the following ones: http://efficienzaenergetica.acs.enea.it/doc/dlgs_192-05_coordinato.pdf

Actually, the U-values are considered only for refurbishments. For new constructions the Italian law considers the heating + DHW requirements, calculated according to Italian standards (quasi-steady-state method).
