Now a days no mandatory U values exists
Two criteria are mandatory
a)
Limitation to energy demand for heating and cooling
b)
Limitation no renewable primary energy for heating + cooling + DHW+ lighting (only non residential buildings)
c)
Some thermal solar energy is mandatory for DHW
d)
In some buildings some quantity of photovoltaic energy is mandatory

For Italy consider D.Lgs. 192/2005, pp. 16 and the following ones: http://efficienzaenergetica.acs.enea.it/doc/dlgs_192-05_coordinato.pdf
Actually, the U-values are considered only for refurbishments. For new constructions the Italian law considers the heating + DHW requirements, calculated according to Italian standards (quasi-steady-state method).
