I apologize; I did not look closely enough the first time.
I am now looking at your .svg file and see that no air handler is providing air to the VRFs.  Some zone equipment can bring in outdoor air directly, but I don't think VRF is one of them.
I think that you must define a DOAS air loop which provides outdoor air to each of the VRF zones, something similar to the DOASDXCOIL_wADPBFMethod.IDF example file

p.s., My last VRF project was prior to the capability pf E+ top model a heat recovery VRF system, so I used another approach.

I noticed what Jim mentioned as well-- Also for for the report you are looking for I think you need to specify "VentilationRateProcedure" in the System Outdoor Air Method field of the system sizing, see below.

 When I simulate the model, the OUTDOOR AIR SUMMARY section of the report, shows zero mechanical ventilation. 

Reading previous conversations, I noticed that several people had the same problem regarding VRF systems, before.

Have you modeled VRF?
