I suspect that you have far more zones than are really needed, but that's a consideration for future models!

• PTHP is a zone object and does not need an air loop unless outdoor air is introduced by a DOAS
  
• the radiant floor is also a zone object, so you must include the PTHP and radiant floor in the ZoneHVAC:EquipmentList object for each zone.
• The hot water loop must connect all 60 radiant floor objects, but one boiler can supply hot water to all 60 floor objects
• Note: It seems odd that you will use a PTHP (which is designed to supply heat) and are not using it for heating.  Perhaps the floor heating is only a supplemental heat?

I am buildings a E+ model for a high-rise apartment building having 60 individual units.
