Is it possible to use a Cooling tower for source in the CentralHeatPump Chiller? This is giving me an error that plant temperatures are getting too hot

   ** Severe  ** Plant temperatures are getting far too hot, check controls and relative loads and capacities
   **   ~~~   **  Environment=Akron Canton Rgnl AP OH USA TMY3 WMO#=725210, at Simulation time=01/05 10:10 - 10:20

   **  Fatal  ** CheckForRunawayPlantTemps: Simulation terminated because of run away plant temperatures, too hot

Hello, I am simulating a Central heat Pump system with ground loop. I appear to be getting runaway temperatures in loop Where the ground loop temperature just keeps on increasing if I increase the heating capacity. The heating load is not met but the heating plant energy consumption just keeps increasing. What prevents the CentralHeatPump from transferring all the heat to the ground loop. Could someone hint what I could be doing wrong.
