The batch file looks for the weather file in the weather data directory, typically C:\EnergyPlusV8-1-0\WeatherData, so if you add it in there you can just pass the name of the weather file rather than the full path.

I followed the AuxiliaryPrograms.pdf as you suggsted and run the following command in terminal from the root directory of EnergyPlus:

C:\EnergyPlusV8-1-0>RunEPlus.bat C:\Users\oat\Downloads\temp\Treelodge_v168_oneYear C:\Users\oat\Downloads\temp\SGP_Singapore.486980_IWEC

and I got the following error message:

As you can see that the path of the weather file is specified in the command, and the same IDF file runs with no problem using EP-Launch. 

May I ask why RunEPlus.bat can't recognize the weather file?
