ok, now that I am looking at the epw file in notepad, i see all the illuminance levels. must be something wrong with the way my dview visualizes the contents of the epw file, because i surely do not see the illumination values of ankara in dview?!

The EPW format is just a comma-separated text file.
I use vi, an old unix text editor, but any text editor would work (notepad, word, etc.)

I would be happy to provide an IWEC2 weather file for Ankara (for a price), but I think the IWEC weather file on the EnergyPlus Weather web site does contain solar illuminances, which are listed immediately following the solar irradiance on each line.
