Hi, refer to the example files that come with Eplus installation. There are examples of "Little chiller" and "Big chiller" working together and how their availability is scheduled. Also a little bit of fiddling with programming with EMS seems to make such tasks easier. There is an excel file in the examples folder that describes which idf file you have to refer to for your specific needs. Give it a go. Cherrs.
