Ground temperature is only used for those surfaces with GROUND contact.

There is a ground reflection object that you can use.

Suggest you also read the Auxiliary Programs document about "Ground Heat Transfer".

BTW, is there a ground reflection parameter we can adjust in EnergyPlus?
