I think you need modelling the project and create schedules in accordance with the fare levels mentioned. For this reason, an alternative would be the use of neural networks, where the automation of the process learns with the conditions "if" and "then". Thus, by combining routine programming that was prevalent in IDF, and using a midleware (such as MATLAB � MATrix LABoratory), modifying it accordingg to what would be "understood" each time, I believe that obterias the desired result.
