In the past, the unitary equipment could only accept constant or cycling fans. I've not checked if the latest versions also handle variable speed fans.

A good trick with the unitary unit is to specify the fan mode (0 or 1) with a schedule so you can switch the fan operation from constant during occupied hours to cycling during unoccupied hours.

I set the fan operation schedule to constant and now I get the specified outdoor air always.
